AVP, Control Assurance

The role holder will be a key team member within the Group Chief Operating Officer (GCOO) Assurance function within HSBC, one of the world’s largest banking and financial services organizations.

GCOO Assurance is one of five designated assurance functions in the bank which perform independent review and evaluation of end-to-end processes, risks and key control environments in order to provide risk based assurance over the design and operating effectiveness of controls.

Scope of control covered by the GCOO Assurance team spans all HSBC Businesses and Functions, including Technology. The purpose of this role is to deliver control assurance focusing on Technology owned controls as part of the GCOO Assurance team. However, opportunity will be given to review controls owned by the business or other functions such as Operations.

This role will be based in Guangzhou GSC location. This role will be based in Krakow GSC locations.

Principal Accountabilities:

Impact on the Business

  • Responsible for the timely delivery of control testing in line with the quarterly and annual assurance plans and being transparent and accurate in the completion of assurance deliverables, as will be reported to Senior Management
  • Providing expertise and guidance on control assurance across CCO and applying critical judgment and decision making in relation to the identification and publication of control assurance findings through identifying the key risks and issues
  • Managing a team of control testers to effectively and efficiently complete testing for CCO within the Assurance Utility
  • Leading completion of thematic and targeted control reviews covering operational risks and working collaboratively with other Assurance Utility team members

Customers / Stakeholders

  • Establishing effective working relationship with the Global Assurance Utility
  • Building ‘trusted advisor’ relationships with internal stakeholders through maintaining a network of Control Owners and Control Operators for the key operational controls and partnering with 2nd and 3rd Lines of Defence (LOD) including Operational Risk, ISR, Internal Audit etc. on coverage of control assurance
  • Being resilient in the face of, sometimes acute, pressure to redact control assurance findings and recommendations by focusing on the facts of assurance outcomes
  • Balancing priorities between the demands of the regional assurance team and the global demands of the Assurance Utility

Leadership & Teamwork

  • Supporting the delivery of the CCO vision of the Assurance Utility and maintaining the alignment to HSBC’s vision, values and goals
  • Leading the delivery of control testing for HSBC through timely completion of the annual assurance plan and targeted reviews
  • Inspires and engages with people to create an inclusive and high performing testing team, including developing and motivating the local testing team to attract, retain and develop the capability and talent of the team
  • Leading the local assurance team and supporting regional teamwork and taking action to address any activities and behaviors that are not consistent with HSBC's diversity policy and/or the best interests of the business and its customers

Operational Effectiveness & Control

  • Exercise sound decision making and related judgments; they must operate with a degree of autonomy, flexing their approach to the particular objectives, needs and requirements of the testing team
  • Suggesting and implementing enhancements to testing processes and resource capabilities to deliver annual control assurance plans, thematic and targeted reviews
  • Embedding quality into the assurance deliverables of the assurance team and ensuring compliance with the CCO Assurance Methodology
  • Ensure compliance with HSBC policy and procedures, together with early identification and effective resolution or escalation of control issues as they arise
  • Providing management with visibility of delivery issues, especially on the completion of critical reviews that impact HOST Functions and Global Businesses
  • Risk management focus continues to be heightened due to breaks in controls regularly appearing in the press
  • Striking the balance between control assurance and meeting business control monitoring needs through the use of thematic and targeted reviews or assurance of key effective controls that mitigate the very high and high operational risks
  • Driving a positive internal control culture across GO and the wider organization
  • Juggling the many priorities of the assurance team and utilizing the full knowledge and experience of the Assurance Utility
  • Timely delivery of testing deliverables through work allocation and redeployment of assurance resources

  • Role holder will be responsible for delivery of Assurance reviews primarily within the remit of HSBC Technology.

Qualifications/Experience & Knowledge:

  • Demonstrable knowledge in operational risk management, internal control, or internal audit preferably within a finance / banking operations
  • Proven project / process management experience
  • Strong communication and interpersonal skills to a wide range of individuals and groups and at different levels of seniority
  • Self-starter and effective collaborator
  • Innovative and able to assess needs and propose solutions
  • Excellent time management skills
  • Ability to influence without direct management authority
  • Ability to read, write and speak French is desirable
