Monitoring, Evaluation, Accountability & Learning (MEAL) System
Undertake responsibility for the roll-out of the MEAL system in specified area offices/geographic locations
Review and build on existing MiE Preparedness actions by the CO and ensure the use of the MEAL in Emergencies (MiE) System Quality Benchmarks, SCI MiE Procedure and Accountability
Ensure that MEAL, area operations and project and partner staff understand the various steps andtools for the MEAL system and that this is used consistently across projects / areas;
Support MEAL teams (including within partners) to conduct quality monitoring against international standards through participatory methodologies (including child-friendly methodologies);
Provide technical support and participate as required in all other aspects of ME&A at sub-national level, for example surveys, assessments, baselines, evaluations, joint projects reviews / lessons learning workshops/events.
Support sub-national coordination of needs assessments in coordination other external sector agencies, ensuring assessment findings are documented and include an analysis of children’s needs. Lead development of SC programme baseline surveys where required.
Set up simple systems to manage information generated by MEAL activities, such as complaints databases. Conduct simple data analysis and present and disseminate information to inform programme management. Seek solutions for more complex data management requirements by working with IT colleagues.
Implement accountability mechanisms at sub-national level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review. Implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with child safeguarding policy. Technical MEAL Support and Capacity Building
Provide management/leadership and technical support to MEAL staff in specified partner offices to ensure that the MEAL system is operational in all areas and partnership programmes;
Contribute at the sub-national level towards the creation of an organisational culture that promotes MEAL and understands its link to quality and accountable programming;
Assist the MEAL team at sub-national level to form a solid MEAL team identity within the area office and create cohesion between team members working in different sites and on different projects;
Ensure that regular monitoring and accountability (i.e. CRM database) reports are received and communicated effectively to MEAL Manager and thematic Manager in CO.
As required by the MEAL Manager and field level MEAL teams support on the design and roll-out of standardised monitoring tools and methodologies. Provide technical assistance and capacity building for staff in how to use and maximize use of tools and methodologies.
Ensure that Monthly, Quarterly and Annual field level reports include accurate key data summaries and brief narrative descriptors of previous period’s achievements/challenges and future period’s planned activities in relevant areas;
As requested by the MEAL Manager provide input on programme design;
Be an integral part of the MEAL team and create strong relationships with the Programme Implementation Strategy team, ensuring that field level information is communicated at CO level;
Lead the process of undertaking data quality assurance in project sites.
Experience working in programmes, specifically monitoring and evaluation roles
Education to BSc/BA/BEng level in a relevant subject or equivalent work experience
Experience of, and commitment to working through systems of community participation and accountability
Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
Experience of training and capacity building
Some experience of representation and ability to represent SC effectively in external forums.
Ability to write clear and well-argued assessment and project reports
Excellent communication and influencing skills
Politically and culturally sensitive with qualities of patience, tact and diplomacy
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
(Desirable) Experience of undertaking a MEAL related role in a humanitarian context
(Desirable) Language skills in Polish, Ukrainian and English
(Desirable) Knowledge of institutional donors and experience of developing proposals
